Licences you may need to open a restaurant in Navi Mumbai

There isn't one "restaurant licence". You will need a set of approvals from different authorities, and the exact list depends on your location, building, size and menu. Here are the ones that come up most often.

1. Start by identifying your local body

Navi Mumbai isn't handled by a single office. Nodes such as Vashi, Nerul and Airoli fall under Navi Mumbai Municipal Corporation, while Kharghar, Kamothe and New Panvel fall under Panvel Municipal Corporation. Some areas are administered by CIDCO. Confirm this for your exact address, because it determines where local applications go.

2. FSSAI

Every food business needs FSSAI registration or a licence. Your category depends largely on turnover and activity. Read our guide to the 2026 FSSAI categories.

3. Local body health and trade permissions

Food premises are often subject to municipal health and trade requirements. These can vary by local body, so check what applies at your location and what the inspection will look for.

4. Fire NOC

Fire requirements depend on factors such as your building, its height, your occupancy and your kitchen setup. Maharashtra's fire safety law also involves periodic compliance filings for covered premises, so plan for this as an ongoing task.

5. Liquor licence, if you serve alcohol

Licences are issued through Maharashtra State Excise. The FL-III licence is the common route for restaurants and permit rooms serving foreign liquor. Location and premises conditions matter, so check them before you commit to a space.

6. Shop and establishment

Under the Maharashtra Shops and Establishments Act, 2017, establishments with 10 or more workers need registration, and smaller ones file an intimation.

7. Pollution control consent

Depending on your size and category, you may need consent from the Maharashtra Pollution Control Board. Check this early, as it can affect how you plan your kitchen exhaust, wastewater and waste handling.

8. GST, professional tax and others

You may also need GST registration and professional tax enrolment, plus signage permissions and music licences. Trademark registration is optional, but it helps protect your brand.

What Restro Permit handles

We handle the Health Trade Licence, Fire NOC, FSSAI Food Licence and Shop Act Licence. Other approvals in this guide, such as liquor licences, pollution consent, GST, signage permissions and trademarks, are outside our services, so you would need to arrange them separately. See our services.

This is general guidance, not legal advice. Requirements and fees change and can vary by location, so please confirm them for your outlet before acting.
